U.S. under U.N. law in health emergency

The Security and Prosperity Partnership of North America summit in Canada released a plan that established U.N. law along with regulations by the World Trade Organization and World Health Organization as supreme over U.S. law and set the stage for militarizing the management of continental health emergencies.

The "North American Plan for Avian & Pandemic Influenza" was finalized at the SPP summit last week in Montebello, Quebec.

At the same time, the U.S. Northern Command, or NORTHCOM, has created a webpage dedicated to avian flu and has been running exercises in preparation for the possible use of U.S. military forces in a continental domestic emergency involving avian flu or pandemic influenza.

With virtually no media attention, in 2005 President Bush shifted U.S. policy on avian flu and pandemic influenza, placing the country under international guidelines not specifically determined by domestic agencies.

The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York. ...

Armed for first day of school

Hundreds of thousands of students had their first day of school on Monday. Some of them had to learn to carry guns and be prepared to shoot -- polar bears.

Students on the Arctic archipelago of Svalbard aren't allowed to leave their village without a shotgun and ammunition. That's because hungry polar bears can be behind every swing on the island.

Although no one wants to shoot a polar bear, and they're indeed protected by national law, the huge white animals can quickly outrun a human. And humans don't have a chance if confronted by an aggressive bear.

So everyone on Svalbard needs to be able defend him- or herself, and students undergo weapons training every year.

"We feel more secure and look forward to learn a lot more," said Helga Therese Tilley Tajet of Moelv. She's studying meteorology at the University of Oslo and will concentrate on the Arctic marine climate for the next six months at the university on Svalbard, UNIS.

The students are also trained in Arctic survival techniques in addition to how to use a weapon. "It's absolutely necessary," said UNIS director Gunnar Sand. Much of the course work involved is carried out in the field, and the students also go trekking in their free time.

The school lends out weapons, ammunition, tents, sleeping bags, survival suits, snow scooters and other equipment that's essential in the Arctic landscape.

"Polar bears are one thing," Sand noted. "Even more dangerous is the extreme cold, and the winds. There also are dangerous glaciers, steep cliffs, and it's a long way between settlements."

Court rules: Illegal aliens not really 'illegal'

An appeals court has concluded that just being an illegal alien in the United States doesn't necessarily violate the law, so a judge cannot deny probation and require a jail sentence for a convicted drug dealer who is an illegal alien.

The opinion from the Kansas Court of Appeals came in the Barton County case involving convicted drug dealer Nicholas L. Martinez.

The ruling found that while the laws of the United States make it illegal to enter the United States without authorization, being in the United States after entering illegally is "not necessarily a crime."

Homeland Security Enlists Clergy to Quell Public Unrest if Martial Law Ever Declared

Could martial law ever become a reality in America? Some fear any nuclear, biological or chemical attack on U.S. soil might trigger just that. KSLA News 12 has discovered that the clergy would help the government with potentially their biggest problem: Us.
Charleton Heston's now-famous speech before the National Rifle Association at a convention back in 2000 will forever be remembered as a stirring moment for all 2nd Amendment advocates. At the end of his remarks, Heston held up his antique rifle and told the crowd in his Moses-like voice, "over my cold, dead hands."
While Heston, then serving as the NRA President, made those remarks in response to calls for more gun control laws at the time, those words live on. Heston's declaration captured a truly American value: An over-arching desire to protect our freedoms.
But gun confiscation is exactly what happened during the state of emergency following Hurricane Katrina in New Orleans, along with forced relocation. U.S. Troops also arrived, something far easier to do now, thanks to last year's elimination of the 1878 Posse Comitatus act, which had forbid regular U.S. Army troops from policing on American soil.
If martial law were enacted here at home, like depicted in the movie "The Siege", easing public fears and quelling dissent would be critical. And that's exactly what the 'Clergy Response Team' helped accomplish in the wake of Katrina.
Dr. Durell Tuberville serves as chaplain for the Shreveport Fire Department and the Caddo Sheriff's Office. Tuberville said of the clergy team's mission, "the primary thing that we say to anybody is, 'let's cooperate and get this thing over with and then we'll settle the differences once the crisis is over.'"
Such clergy response teams would walk a tight-rope during martial law between the demands of the government on the one side, versus the wishes of the public on the other. "In a lot of cases, these clergy would already be known in the neighborhoods in which they're helping to diffuse that situation," assured Sandy Davis. Exclusive: U.S. Studying Two Dozen 'Clusters' of Possible Homegrown Terrorists

U.S. law enforcement officials say they have identified more than two dozen "clusters" of young Muslim men in the northeast United States who are on a path that could lead to homegrown terror, ABC News has learned.

"Any one of those clusters may be capable of carrying out a terrorist action that will result in fatalities," Rand Corporation terrorism expert Brian Jenkins tells ABC News.

In a report to be made public today, New York City Police Commissioner Ray Kelly concludes the 9/ll attacks were an "anomaly" and the most serious terror threat to the country comes from clusters of "unremarkable" individuals who are on a path that could lead to homegrown terror.

The report by the NYPD intelligence division, "Radicalization in the West and the Homegrown Threat," plots "the trajectory of radicalization" and tracks the path of a non-radicalized individual to an individual with the willingness to commit an act of terror, multiple sources say.

"The threat is real; this is not some bogey man we are creating here. There are individuals who are proselytizing, inciting angry young men to go down this path," said Jenkins, who reviewed and contributed to the NYPD report.

The report identifies mosques, bookstores, cafes, prisons and flop houses as what it calls "radicalization incubators" that provide "extremist fodder or fuel for radicalization."

The leader of an American Arab civil rights group labeled the NYPD report as "unfortunate stereotyping" and at odds with federal law enforcement findings that the threat from homegrown terrorists was minimal.

U.S. to Expand Domestic Use Of Spy Satellites

The U.S.'s top intelligence official has greatly expanded the range of federal and local authorities who can get access to information from the nation's vast network of spy satellites in the U.S.

The decision, made three months ago by Director of National Intelligence Michael McConnell, places for the first time some of the U.S.'s most powerful intelligence-gathering tools at the disposal of domestic security officials. The move was authorized in a May 25 memo sent to Homeland Security Secretary Michael Chertoff asking his department to facilitate access to the spy network on behalf of civilian agencies and law enforcement....

Comment: one would assume that we have no idea what groups pose a real threat. Try radical islam, illegal invaders ... . But that is too direct of approach. It might make someone wonder what will all of this technology - really be used for.

New airport agents check for danger in fliers' facial expressions

WASHINGTON — Next time you go to the airport, there may be more eyes on you than you notice.

Specially trained security personnel are watching body language and facial cues of passengers for signs of bad intentions. The watcher could be the attendant who hands you the tray for your laptop or the one standing behind the ticket-checker. Or the one next to the curbside baggage attendant.

They're called Behavior Detection Officers, and they're part of several recent security upgrades, Transportation Security Administrator Kip Hawley told an aviation industry group in Washington last month. He described them as "a wonderful tool to be able to identify and do risk management prior to somebody coming into the airport or approaching the crowded checkpoint."

The officers are working in more than a dozen airports already, according to Paul Ekman, a former professor at the University of California at San Francisco who has advised Hawley's agency on the program. Amy Kudwa, a TSA public affairs specialist, said the agency hopes to have 500 behavior detection officers in place by the end of 2008.

Kudwa described the effort, which began as a pilot program in 2006, as "very successful" at identifying suspicious airline passengers. She said it had netted drug carriers, illegal immigrants and terrorism suspects. She wouldn't say more.

At the heart of the new screening system is a theory that when people try to conceal their emotions, they reveal their feelings in flashes that Ekman, a pioneer in the field, calls "micro-expressions." Fear and disgust are the key ones, he said, because they're associated with deception.

Behavior detection officers work in pairs. Typically, one officer sizes up passengers openly while the other seems to be performing a routine security duty. A passenger who arouses suspicion, whether by micro-expressions, social interaction or body language gets subtle but more serious scrutiny.

A behavior specialist may decide to move in to help the suspicious passenger recover belongings that have passed through the baggage X-ray. Or he may ask where the traveler's going. If more alarms go off, officers will "refer" the person to law enforcement officials for further questioning.

The strategy is based on a time-tested and successful Israeli model, but in the United States, the scrutiny is much less invasive, Ekman said. American officers receive 16 hours of training — far less than their Israeli counterparts_ because U.S. officials want to be less intrusive...

San Francisco fails in attack on Savage

A single vote by a San Francisco Board of Supervisors member whose grandfather emigrated from China seven decades ago has halted in its tracks a proposal to condemn as "hate speech" radio personality Michael Savage's criticism of illegal aliens in the United States.

The vote tonight was 9-1, with 3rd generation San Franciscan Ed Jew turning in the veto vote, after getting up and affirming Savage's First Amendment right to express his opinion.

Supervisor Gerardo Sandoval had introduced a resolution condemning the radio talker, and after the vote called for the tally to be rescinded and the proposal sent to committee, which essentially is a polite way of letting the issue die.

"For the record, I do not agree with comments allegedly made by Mr. Savage, but the First Amendment gives him the right to make those comments," Jew said.

Comment: The First Amendment does not "give" us any rights. The Bill of Rights merely sets forth God Given Rights. We must remember that for if the Government "gives" us rights, it can take them away!

AMERICAN EX. ADDRESSES RFID TRACKING PLANS FOR PEOPLE

The top brass at American Express, chagrined at the discovery of its people tracking plans, met with CASPIAN (Consumers Against Supermarket Privacy Invasion and Numbering) last week to discuss the issue. One outcome of the meeting was a promise by American Express to review its entire patent portfolio and ensure that any people-tracking plans be accompanied by language requiring consumer notice and consent.

The meeting was organized after CASPIAN called attention to one of the company's more troublesome patent applications. That patent application, titled "Method and System for Facilitating a Shopping Experience," describes a Minority Report style blueprint for monitoring consumers through RFID-enabled objects, like the American Express Blue Card.

According to the patent, RFID readers called "consumer trackers" would be placed in store shelving to pick up "consumer identification signals" emitted by RFID-embedded objects carried by shoppers. These would be used to identify people, track their movements, and observe their behavior.

The patent also suggested such people-tracking systems could "be located in a common area of a school, shopping center, bus station or other place of public accommodation."

Allegations of American Express people-tracking blueprints first came to light at a conference sponsored by the Consumer Federation of America in Washington, D.C. last month. There, Dr. Katherine Albrecht, Founder and Director of CASPIAN, revealed the patent pending plans that she and her "Spychips" co-author Liz McIntyre uncovered in their ongoing RFID research.

Soon thereafter, American Express arranged for four of its vice presidents, including the vice presidents of Contactless Payments and Public Affairs, to meet with CASPIAN leaders in a phone conference.

"Michael:

You have a strong Federal Civil Rights action that you can file against Supervisor Sandoval and the City of San Francisco.

You have a constitutional right to state your political opinions and no city official has the right to lie about what you said or to call for a mob to come to your door to threaten you and to try to have you fired.

Historically, the people of this country have never allowed the government to quash free speech. The civil rights lawsuit is one way that we keep the government off our backs. I have no problem with Sandoval voicing his opinions. He can disagree with you all that he wants. What he cannot do is to harness the power of the state and use it to try and crush an individual citizen.

The First Amendment to the United States Constitution states that:

Congress shall make no law ... abridging the freedom of speech.

After the civil war we passed the fourteenth amendment which made the First Amendment and all of the amendments in the bill of rights, apply to the states.

When the Board of Supervisors passes a resolution against you that is government action abridging the freedom of speech.

When Sandoval in his role as a supervisor, organizes a mob to try and take away your top rated national radio show, he is using the power of the state to crush freedom of speech.

This is against the law. This same type of terrorism by government officials has been used in the past.

The civil rights of our African American brethren were regularly violated by police and government officials. In fact, it was John Kennedy who had to send federal troops to Mississippi to protect the Freedom Riders from mobs which were often organized by the politicians.

If you file a federal civil rights lawsuit is like holding the constitution in your hand and waving it in the face of those who think that they can violate your constitutional rights just because they are powerful.

The federal civil rights lawsuit that you can bring against Representative Sandoval was created by Congress on April 20, 1871 as part of the Civil Rights Act of 1871.

It is also known as the "Ku Klux Klan Act" because one of its primary purposes was to provide a civil remedy against the abuses that were being committed in the southern states, especially by the Ku Klux Klan.

You are protected by this civil rights act because you are the victim of the same type of mob terror that Klan used to inflict. This terror is being organized against you simply because people do not like what you say. Translated into legal language, you are being attacked by a type of terrorist because you have exercised your First Amendment rights.

The Klansman in your case is wearing a suit and not a white robe. He is doing his dirty work under the hood of his elected position instead of under the coward's hood of the Klan.

I am very aware of the hateful things that Sandoval has said in the past.

I know he has tried to incite mobs to go to the homes of people he does not like. I know that he has tried getting mobs to interrupt religious ceremonies involving thirteen year olds. He seems to be a very malicious man.

I wish that you would remind your listeners that even as you oppose illegal immigration, you have always stood strongly against discrimination.

I don’t think people like Sandoval have read your books or even listened too many of your shows. I have.

You are the kind of person who will stand up against the government when comes down unfairly against any group. I notice that Sandoval claims that you slander immigrants. Of course, he is really the one who slanders immigrants because he groups illegal immigrants who you criticize with legal immigrants who you support. To him, they are just one big group. This Sandoval fellow accused you of using "defamatory language ... against immigrants". Of course, this is statement by Sandoval is slander. I have listened to your show.

You are very complimentary of immigrants. In fact, you frequently mention that your parents were immigrants. The slander by Sandoval arises because he claims that your opposition to illegal entry into this country is somehow a stand against Hispanics. That is like saying that every border patrol agent and every Congress person is anti-immigrant because they don’t condone illegal border crossing.

When Sandoval purposely accuses you of being against immigrants when you are in fact in favor of legal immigrants and against the criminal conduct of illegal entry, Sandoval slanders you. But then he goes even further in his wrongful conduct.

Sandoval’s use of the mob to try to terrorize you is reminiscent of the tactics of Hitler, Stalin, Hugo Chavez and any other fascist who uses the power of the state and mob to silence speech.

When you stand up to Sandoval, you are standing up not only for your free speech but even for the free speech of those hunger strike students with whom you so fundamentally disagree. If they can silence you I guarantee that those four students will be next ... and then me.

I will back you Michael and file this lawsuit if you wish."

"Control" is the key word here. New York police announced last month that they would install more than 100 security cameras to monitor license plates in Lower Manhattan by the end of the year. Radical mosque to feed proposed N.Y. Arabic school?

Foes of a new publicly funded Arabic-themed school in New York worry it will draw students from a radical mosque tied to terrorism and become an incubator for young jihadists.

The Khalil Gibran International Academy, scheduled to open next month in Brooklyn, is located three blocks from the Masjid al-Farooq mosque frequented by one of the terrorists involved in the 1993 World Trade Center bombing.

The Boerum Hill mosque counts among past imams:

Blind Sheik Omar Abdul Rahman, who is serving a federal prison sentence for conspiring to blow up New York City landmarks.
Fawaz Abu Damra, who has preached that Muslims should be "directing all rifles at the first and last enemy of the Islamic nation, and this is the sons of monkeys and pigs – the Jews."
Gulshair El-Shukrijumah, one-time interpreter for the Blind Sheik and the late father of Adnan el-Shukrijumah, a suspected al-Qaida operative wanted by the FBI as possibly training to be the "next Mohamed Atta."
Federal investigators recently traced money raised for al-Qaida back to the al-Farooq mosque, which did not return phone calls seeking comment.

"It is still frequented by Islamists," said Sara Springer, an eighth-grade teacher at a public middle school in Brooklyn.

"I am very concerned that the school will be a madrassa, funded by taxpayer dollars," she said. "We will in effect be supporting the training of future terrorist cells."

Top attorney backs Savage against San Fran official

One of the nation's top civil rights attorneys has offered his assistance in suing a San Francisco city supervisor who attacked nationally syndicated radio talk-show host Michael Savage for his tough stance against illegal immigration.

Daniel A. Horowitz of Oakland, Calif., wrote to Savage after Supervisor Gerardo Sandoval introduced a resolution condemning the radio talker urging him to sue the official, whom he compared to Adolph Hitler, Josef Stalin and Hugo Chavez in the way he attempted to silence political speech by rallying the mob.

"You have a strong federal civil rights action that you can file against Supervisor Sandoval and the city of San Francisco," he advised. "You have a constitutional right to state your political opinions and no city official has the right to lie about what you said or to call for a mob to come to your door to threaten you and to try to have you fired."

Horowitz said the Civil Rights Act of 1871, designed to tame the terror of the Ku Klux Klan, can be used as the basis for a federal civil rights action against the official and the city.

In China, a High-Tech Plan to Track People

SHENZHEN, China, Aug. 9 — At least 20,000 police surveillance cameras are being installed along streets here in southern China and will soon be guided by sophisticated computer software from an American-financed company to recognize automatically the faces of police suspects and detect unusual activity.

Starting this month in a port neighborhood and then spreading across Shenzhen, a city of 12.4 million people, residency cards fitted with powerful computer chips programmed by the same company will be issued to most citizens.

Data on the chip will include not just the citizen’s name and address but also work history, educational background, religion, ethnicity, police record, medical insurance status and landlord’s phone number. Even personal reproductive history will be included, for enforcement of China’s controversial “one child” policy. Plans are being studied to add credit histories, subway travel payments and small purchases charged to the card.
...steps are officially aimed at fighting crime and developing better controls on an increasingly mobile population, including the nearly 10 million peasants who move to big cities each year. But they could also help the Communist Party retain power by maintaining tight controls on an increasingly prosperous population at a time when street protests are becoming more common.

“If they do not get the permanent card, they cannot live here, they cannot get government benefits, and that is a way for the government to control the population in the future,” said Michael Lin, the vice president for investor relations at China Public Security Technology, the company providing the technology.

Shenzhen already has 180,000 indoor and outdoor closed-circuit television cameras owned by businesses and government agencies, and the police will have the right to link them on request into the same system as the 20,000 police cameras, according to China Public Security.

SAN FRANCISCO (Map, News) - As immigrants face skyrocketing application fees from the federal government, a new proposal by Supervisor Chris Daly could give financial assistance to those applying for citizenship.

Under a new fee structure the United States Citizenship and Immigration Services implemented last week, an immigrant applying for a green card would pay $930, an increase of $605. Other fees that increased were citizenship applications, which went from $330 to $595.

Daly requested on Tuesday that the city attorney draft legislation to create a plan to provide city subsidies to immigrants applying for citizenship, green cards and petitions for relatives, and workers. He has also requested an analysis of the total cost immigrants in San Francisco pay for such services.

Daly said the fee increases raise concerns that immigrants “cannot obtain safe pathways to legal immigrant status and citizenship” and “further exacerbates pressures on families, increasing stress.”

... Comment: "immigrants" - you mean illegal invaders! Those in Power infringe and attack our American Bill of Rights while they use our tax monies to aid those who are invading our country and destroying it.

After San Francisco Supervisor Gerardo Sandoval introduced a resolution condemning the "defamatory language used by radio personality Michael Savage against immigrants,” Savage lashed back at the newly elected supervisor.

"Illiberalism is not only a mental disorder it is fascist at its core,” the mega-popular talk show host told NewsMax.com. "This schmuck says my comments are 'symbolic of hatred and racism.' And they want the City to sue me for 'symbolism.'

"There is no basis in American Law for such a suit but the larger point is the astonishing hate speech he is engaging in. To stop opinion by threatening legal action is akin to using the power of the State to control thought and speech.”

This, Savage fumed "is something out of Kafka and the ex-Soviet Union. Moreover, this illegitimi is working on behalf of a foreign government against an American Citizen. Does this constitute harassment against me? My attorney will soon answer this question as I ponder suing the City of San Francisco.”

Savage had suggested that a group of students who were fasting to advocate for immigration policy changes should be allowed to fast "until they starve to death, then that solves the problem.”

Meanwhile, Savage reminded NewsMax that the San Francisco Chronicle reported an apparent anti-Semitic remark Sandoval made, when he said that San Francisco residents who resented business leaders suing the city should picket them "at their houses in Tiburon and at their bar mitzvahs."

Comment: I heard Mr. Savage on the radio and in my opinion his comment was GREAT! Why doesn't Supervisor Gerardo Sandoval fast until he starves to death. Hopefully Americans will not have to resort to the 2nd Amendment to protect the rest of the Bill of Rights. Border agent faces trial after Mexico intervenes

An Arizona judge ordered a U.S. Border Patrol agent to be tried on charges of second-degree murder for the death of an illegal alien who allegedly threatened him with a rock, after the Mexican consulate in Washington investigated and consular officials discussed the case with witnesses.

WND has reported similar allegations of Mexican government intervention against U.S. law enforcement officers, including the cases of border agents Ignacio Ramos and Jose Compean Deputy Sheriff Gilmer Hernandez.

In the newest case, agent Nicholas Corbett has been ordered to be tried on charges of second-degree murder for the death Jan. 12 of Francisco Dominguez-Rivera, who crossed the border illegally in an Arizona desert area between Naco and Douglas.

Nuclear Smuggling at US Seaports

by Jim Kouri, CPP - The Associated Press story regarding the US government entrusting a Hong Kong conglomerate to help detect nuclear materials inside cargo passing through the Bahamas to the United States and elsewhere, on the heels of the Dubai ports controversy, has done much to bring the issue of seaport security and nuclear scanning to the forefront of political discussion.

According to the AP story, the Bush Administration confirmed that it entered into a no-bid contract with Hutchison Whampoa Ltd. will be involved in running a sophisticated US radiation detector at an overseas port without American customs agents present.

Since September 11, 2001, concern has increased that terrorists could smuggle nuclear weapons or materials into this country in the approximately 10 million containers that arrive annually at US seaports. Nuclear materials can be smuggled across borders by being placed inside containers aboard cargo ships. In response to this concern, since 2003, the Department of Energy has deployed radiation detection equipment to key foreign seaports through its Megaports Initiative.

Tancredo: U.S. Should Threaten Islamic Holy Sites

(AP) WASHINGTON Republican presidential hopeful Tom Tancredo says the best way he can think of to deter a nuclear terrorist attack on the U.S. is to threaten to retaliate by bombing Islamic holy sites.

The Colorado congressman on Tuesday told about 30 people at a town hall meeting in Osceola, Iowa, that he believes such a terrorist attack could be imminent and that the U.S. needs to hurry up and think of a way to stop it.

"If it is up to me, we are going to explain that an attack on this homeland of that nature would be followed by an attack on the holy sites in Mecca and Medina," Tancredo said at the Family Table restaurant. "Because that's the only thing I can think of that might deter somebody from doing what they otherwise might do."

Mecca and Medina, in Saudi Arabia, are Islam's holiest cities. All able-bodied Muslims are required to make a pilgrimage there at least once in their lives. Tancredo's comments were recorded and posted on the Web site iowapolitics.com.

A Washington-based Islamic civil rights and advocacy group responded in anger Thursday, calling Tancredo's statement "unworthy of anyone seeking public office in the United States."

"Perhaps it's evidence of a long-shot candidate grasping at straws and trying to create some kind of a controversy that might appeal to a niche audience of anti-Muslim bigots," said Ibrahim Hooper, spokesman for the Council on American-Islamic Relations.

Campaign spokesman, Alan Moore, said Tancredo stands by his statement.

This isn't the first time Tancredo has suggested taking extreme action against Mecca and Medina.

In 2005, he drew international criticism after he told a radio talk show host that "you could take out" Islamic holy sites if terrorists ever launched a nuclear attack against the United States.
